Well, the Czecks do have an interesting sense of humor. This sculpture harkens back to the days when they used to throw public officials from government building windows (yes, the upper floors) in an act of outrage. Yup - it's a real practice that even has it's own name: Defenestration. At least this statue has a pole to hang on to....
